Water heater access help needed

Water heater access help needed

I am trying to get to my water heater that is located under the fiberglass steps leading into the main salon on my 11 meter express. I have found and removed the screws from the base into the floor and the steps won't budge. I have been unsuccessful in finding any other fasteners holding the steps in place. There has to be something I'm missing.....Anyone?

May be (probably is) totally different than the steps in my 11 Meter Sedan. They have one screw on the top step that goes vertically into a cleat beside the dinette. It is located under the carpet, stbd side of the top step. However, I don't have any screws at the base so, again - probably different than yours.
Lake boaters skip the salt...
