You have a headache on your hands.
First off, soak the remaining bolts with Penetrating Oil (Liquid Wrench, PB Blaster, etc.) Hit it several times and let it sit for a day or two.
You also may need to apply heat. Best bet would be to heat up the block area to allow a little expansion. Can the motor still run?
For the two bolts that broke, you may need to attempt to use an EZ Out once you have the manifold off. Unless some of the bolt material is sticking out and you can get vice grips on

The 2 broken off bolts most liky are holding it on . you may need to drill them out . Also may sure you only have 4 bolts . Most OEM small block Chevy have 6 ( some Barr and Osco use 4 ) mopar uses 8 I believe . If your sure you have them all you can try prying them off , just be carefull .

Re: Exhaust manifold will not come off
Finally got the exhaust manifold off, what a project that was lots and lots of penetrating oil. Anyhow the one port of this exhaust manifold is heavyly rusted, corroded etc. Hoping hoping this is my problem with getting the water in the oil. I also pulled the heads on both sides. My plan is to take the heads in to get them machined, rebuilt etc, and and the intake manifold, and order and replace he exhaust manifolds on each side, re install everything with new gaskets and hope I have found the problem. I figure if it is a cracked block i`m only out the gaskets and some time. But I can use the re done heads and exhaust manifolds on a new block.
Anyone know where i can order new exhaust manifolds at a good price.

Locally, for the manifolds I would see Dan at Happy Days Boat Center. As for the heads, I use Couvillon Automotive Machine Shop on Morton Industrial Drive in Lasalle. They do allot of marine work for local boat yards and marinas.
Hope this helps.
