I give up, resized my pic, smallest I can get is down to 33kb and the board wants 27kb. How?

Do you have any way of reducing the dpi of the image?
I see the problem that link reduces the size width and height but not dpi so it may not meet the KB size requirement... try reducing to 70 dpi.
I use free software like Irfanview.
