Wow... that sucks. My condolences to any family and friends.
A couple of things I am confused about though - how does someone fall overboard at 6-8 knots (unless seas were a mess?), and why is this a DNR item? Police or Coast Guard I could see, but DNR? Or does DNR in the US have a much broader domain than in Canada (if you threaten wildlife or shoreline, or spill fuel they are after you, but someone drowning/dying is not their domain)?

The limits of the DNR are set by the individual states so they vary.
