Opened shore ground indication

I have an opened shore ground indication on the panel polarity analysis while shore power is plugged into No.1 plug. Plug in No.2 Shore power chord that is dedicated to the Air Conditioner and blow the 30 amp GFI that is located in the sub-panel just before the ramp to the dock. Sub-panel is grounded with metal rebar driven into the ground and clamp wired to the ramp and all other pivoting connections on the dock. Both power chords have good continuity. The No.2 plug on the boat to the breaker panel had continuity. Acutual panel switch for AC checks good. All switches on the control panel for the AC (Fan, Temp) are all to the left or off.
Should I be looking before the dock ramp or after for the opened SHORE ground indication???
