Shift cable needs adjusting, not letting transmission come completely out of gear ?

If your not moving through the water, it's probably a shift cable adjustment. Try disconnecting the cable then moving the lever arm by hand. If you don't find "still" neutral, might be a seal issue.

Normal 99% of the time , is it turning slow or can you stop the shaft with a peace of wood ? if so your OK . the reason one side rotates and the other stays still ,is one of 2 things tighter clutches on the 1 gear box and/or less drag on the shaft on that side

Mine does this in neutral when the trans oil is cold. Once the oil warms up the slow rotating stops. Can also stop with a piece of wood as Paul says.

If it spins slow in neutral ( goes faster in gear ) that is not abnormal some will and some won't . and the boat may move a little I have one in the shop that if you turn the input shaft by hand the output will turn from clutch drag ( new clutches set to spec) .

You most likely have normal clutch drag the colder the fld the more drag . go hop on 10 other boats and bet half of the may do the same .

put you car up in the air start it up in neutral and watch the wheels turn .

Yeah, trucks like Volvo and Scania? I myself drive a Volvo FH Longhauler with trailer on. I have a full Autobox on that one, worked nice for 3 years now. Gonna have a new truck firstcoming autuum. If you are interrested I can provide you with lot of pics from my truck and the roads where I work.

Sounds like you have a loose screw:)

A couple of years of therapy should fix you up.

What if the fluid / oil in the box is from a wrong type? Or maybe the oil is contaminated by "something"?
