I plan to research the best most effective way to paint the bottom along with the prop and rudder. my boat will be in the water from April through October so i want to do it right...i'm just not sure yet what "right" is!
hate to say it but the guy hit an ran....tarps and tents should be used for the blast job if DEQ seen that old bottom paint in the dirt in a marina they'd have a field day with them...but on the up side looks like he got her clean
my marina does 3 layers of barrier, one coat hard paint and then 2 coats soft...hard paint different color than soft so you can see when it's time to paint again ....that's my plan this yr.

Looks like he did a pretty good job of blasting the bottom.
As for the confinement and clean-up..was that discussed earlier? Were you aware that it may have been your responsibility to tarp and control the mess, or was he supposed to do it?
The grass.., since the soda has soaked into the ground and effectively killed the grass and roots, you may have to remove it along with 3-4 inches of soil, lay new topsoil and grass again as the soil is now contaminated and may never come back. The ph alkalinity of the ground has changed considerably.
Now I know the reasons why our club doesn't permit this on the property.

Expoxy barrier coat for sure. Each coat is time based but the epoxy barrier coat will seal the fiberglass gel coat from the water ensuring there is ZERO asmosis going on. My boat even sat higher in the water after doing this over the winter. I had mine blased and 3 coats barrier, 2 coats bottom (anti Foul).
yes to the barrier coat. did it to an old blow boat wanted to put on some Coppercoat too but the cost at the time$$$ the plan was to take it out in a year and sand off the bottom paint and put on the coppercoat but sold the boat
