Stuck Seacock

The seacock on my port engine is stuck open, the one on the starboard engine works fine. Looking at pictures online I have not seen one that looks like what I have. It has a traditional handle like a ball valve, but on the side opposite the handle is a threaded tee bar. The tee bar turns freely. Do I have to loosen the tee bar before turning the handle? What is the tee bar for? Thanks

Yes, the t bar on the side of the seacock is the lock. Loosen first, then open the seacock.

What Jamie said. Having said that, it's pretty common for these to seize up but they can be taken apart (out of the water of course) and put back into service if not badly corroded.
She was a 1969 36 ft wooden beauty with big blue 440s that we'll miss forever.
